How to Get a PSA Birth Certificate Online : Fees and E-Certificates

You can order a PSA birth certificate online through the PSA’s two official partner sites: PSA Serbilis at ₱330 per copy, delivered, and PSAHelpline.ph at ₱365 delivered, or ₱335 if you pick it up at a partner store. Since February 2026 you can also get a digital e-certificate for ₱290, emailed to you after an identity check.

A PSA outlet is cheapest at ₱155 per copy, but you need to book an appointment first, unless you’re a National ID holder using the walk-in lane. Whichever way you choose, have the full name, date and place of birth, and parents’ names exactly as they were registered.

What you need before you order

The PSA searches its records using the details you give, so copy them from an old certificate if you have one:

• The full name on the certificate, exactly as registered
• Date of birth, and the city or municipality and province of birth
• The father’s full name and the mother’s maiden name
• Your relationship to the person, if it isn’t your own certificate
• The purpose, such as a passport, school enrollment or employment
• A delivery address and mobile number, or an email address for an e-certificate

Who can request a birth certificate

You must be 18 or older. At a PSA outlet, the owner can request their birth certificate, and so can their spouse, parents or children, or a representative with an authorization letter or special power of attorney. Parents or a guardian request a minor’s certificate.

The online platforms are stricter about relationships. PSAHelpline, for example, takes orders for your own birth certificate or your parent’s or child’s.

If someone else will receive the delivery

The courier asks for a valid ID before handing over the certificate. If you won’t be home, PSAHelpline lets you name a representative through its online letter of authorization; it doesn’t accept handwritten letters.

How to order a PSA birth certificate online

Step 1 — Open the official site

Type psaserbilis.com.ph or psahelpline.ph yourself rather than following an ad or a link in a message. The two sites differ in price and pick-up options, but either delivers the same PSA certificate on security paper.

Step 2 — Choose the certificate and how to receive it

Select Birth Certificate, the number of copies, and delivery to your address. On PSAHelpline you can choose pick-up at a partner store instead, which saves ₱30.

Step 3 — Enter the details as registered

Type each name the way it appears on the birth record, including the mother’s maiden surname rather than her married one. A wrong spelling or birth date can make the search fail or return the wrong record.

Check before you submit

• The spelling of every name, including middle names and suffixes
• The date of birth, especially the day and month
• The city or municipality of birth, not where you live now

Step 4 — Pay and keep your reference number

Both sites take e-wallets, cards and over-the-counter payments, such as GCash, Maya, Visa or Mastercard and 7-Eleven; the exact list depends on the site. Your order is only processed once it’s paid, so save the reference number and the payment confirmation.

Step 5 — Track your order and receive it

Use the reference number to check your order’s status on the site. Have a valid ID ready for the courier, and check the certificate for errors as soon as it arrives.

How long it takes

• PSAHelpline, delivered: the day after the PSA releases it in Metro Manila, and 3 to 8 working days elsewhere.
• PSA Serbilis, delivered: depends on your location; the site shows your order’s status and the courier tracking once it ships.
• E-certificate: usually emailed within the day, once your identity check is done.
• PSA outlet: usually the same day; the PSA puts its processing time at about 3 hours, not counting the queue.

Records that the PSA has to retrieve manually take longer on every channel. PSAHelpline adds about 7 working days for these, and at an outlet you get a release date instead.

The PSA e-certificate (digital copy)

Since February 2026, the PSA has issued birth, marriage and death certificates as secured PDF files for ₱290 each. The PSA says an e-certificate carries the same legal validity as a printed copy. Each one has a reference number and a QR code that anyone can check on the PSA’s verification site, e-cert.psahelpline.ph.

Where to order one

• PSAHelpline.ph, by choosing the e-certificate when you order
• The PSAHelpline mini app in GCash
• The eGovPH app, under PSA eCertificate and Hardcopy delivery, which fills in your details from your National ID profile

Before you can download it, you verify your identity online, typically by uploading a valid government ID and taking a live selfie.

Where it’s accepted

The PSA designed the e-certificate for schools, employers, banks and other institutions, which can check it online. Philippine embassies and consulates are phasing in printed e-certificates of birth, marriage and death for passport applications, and they check each one on the PSA’s verification site.

It’s valid for 60 days from issue, so order it close to when you’ll submit it. For offices that ask for the original paper document, get a printed copy on PSA security paper instead.

Getting it at a PSA outlet

PSA outlets, also called Census Serbilis Centers, charge ₱155 per copy and usually release it the same day. Book a free appointment at appointment.psa.gov.ph first, then bring:

• Your appointment slip, in the name of the person transacting
• The birth certificate application form (the white form), filled in in printed letters
• A valid ID with your photo, name and signature
• For a representative: an authorization letter or SPA that specifically mentions getting a PSA civil registry document, a copy of the owner’s ID, and the representative’s own ID

National ID holders can walk in without an appointment for their own or their immediate family’s certificates, through a special lane that opens at noon. Outlets run by local governments may add a local fee.

Free copy for first-time jobseekers

Under RA 11261, first-time jobseekers get one free PSA birth certificate. Go to the outlet in person with your barangay first-time jobseeker certification, your oath of undertaking (the PSA’s checklist asks for a notarized one) and a valid ID with a photocopy. The same certification also gets you a free NBI clearance and other documents.

If the PSA can’t find your birth record

When the PSA has no record, it issues a Negative Certification of Birth instead of a copy. The same thing happens when the record on file is blurred or unreadable. Here’s what to do:

1. Go to the local civil registry office of the city or municipality where you were born, and ask whether your birth is registered there.
2. If it is, ask the office to send, or endorse, your record to the PSA. Once the PSA receives it, request a copy again. How long this takes depends on the local office, so allow a few weeks.
3. If your birth was never registered, apply for late registration at the same office.

If your birth certificate has an error

• Clerical or typographical errors, or a change of first name: petition at the local civil registry office where your birth is registered, under RA 9048.
• Day or month of birth, or sex, when the error is clerical: the same office handles it under RA 10172.
• Bigger changes, such as a different surname or year of birth, usually need a court order.

After the correction, order a new PSA copy, which shows the change as an annotation. Other documents follow your birth certificate, so fix it before you use it anywhere else. If the mistake has already made it onto your NBI clearance, use the corrected PSA copy to fix your NBI clearance too.

Using your PSA birth certificate for an NBI clearance

The NBI lists the PSA birth certificate among the IDs it accepts, so it can be one of your two valid IDs. Bring the printed copy on PSA security paper to your appointment. Enter your name in the NBI application exactly as it appears on the certificate, letter by letter, including your middle name.

How long a PSA birth certificate is valid

A printed PSA birth certificate doesn’t expire. Some offices still ask for a recently issued copy, or refuse one that’s faded or damaged, so check what the office wants before you submit an old one. An e-certificate is different: it’s valid for 60 days from issue.

Mistakes to avoid

• Ordering from a lookalike site that charges more than the official prices.
• Entering a married name or nickname instead of the name on the birth record.
• Putting the mother’s married surname where the PSA asks for her maiden name.
• Sending an e-certificate to an office that wants the original paper copy.
• Letting an e-certificate pass its 60 days before you submit it.
• Not checking a new copy for errors before you use it.
